Horizon Facility Overview

The Horizon Facility is operated by the Orange County Corrections Department on the corrections compound in Orlando. The county's facilities page lists it among the direct-supervision buildings, where officers share the housing space with inmates instead of working behind barriers. It holds adult county jail inmates assigned by classification factors, a population that is mostly pretrial along with people serving short county sentences.

Classification is what sends a person to Horizon rather than another building. The county assigns housing based on charges, behavior, and escape risk, then reassesses as a case or conduct changes. The county describes direct supervision as cheaper to build and able to run with fewer officers, with staff working in the open rather than behind barriers. Horizon inmates are looked up, visited, and supported through the same systemwide channels as the rest of the jail.

The Corrections facilities page lists the Horizon Facility at 768 beds, one of the larger direct-supervision buildings and part of 3,797 beds across the Orange County jail system. The countywide average daily population was 3,064 in 2025. The county does not publish a separate live count for Horizon, so its bed count is shown against the system total below.

How to Look Up an Inmate at the Horizon Facility

People held at Horizon appear on the county's Current Inmate Database, not a separate building list. The roster updates within 30 minutes of a record change, and the cell field can show a Horizon housing code. A last name is enough to start.

1. Open the county's Current Inmate Database.
2. Enter the inmate's last name; the first name is optional.
3. Select Search and open the matching booking number and name.

Visiting Someone at the Horizon Facility

Visits use the countywide video visitation program, with three visits a week for each inmate. The Video Visitation Center is at 3000 39th Street in Orlando, open daily from 9 a.m. to 10 p.m., and the last session begins at 9 p.m. Book a first appointment at least one day ahead by calling 407-836-8061, and arrive 15 minutes early with valid photo ID.

Remote visits work from computers and Android devices through the county's GTL VisitMe site, while Apple devices and tablets are not supported.

To set up a remote visit, register through the county GTL VisitMe site, and bring a valid driver's license, passport, state ID, or military ID to any session. Attorneys and law enforcement arranging a professional, face-to-face visit report to the North Perimeter Building at 3722 Vision Blvd. in Orlando instead of the Video Visitation Center.

Mail, Phone, and Money at the Horizon Facility

Mail, phone, and money follow the systemwide vendors. Regular mail is scanned through Smart Communications, legal mail and money orders use the Orlando post office box, and deposits run through ConnectNetwork.

Property and money releases for non-BRC facilities use set weekly windows, so confirm the times before collecting property.

Mail and money at Horizon follow the systemwide handling. Regular mail is opened, scanned into the Smart Communications system, reviewed, and then delivered on kiosks and tablets, and a mail tracker is available at mailguardtracker.com or 888-253-5178. Books and magazines must be paperback, sent directly from a publisher or bookstore, with no hardcovers, spiral or metal binding, or used copies, and no more than four publications per shipment. Legal mail and money orders go to P.O. Box 4970 in Orlando, and legal mail cannot include CDs while flash drives require preauthorization. For deposits, ConnectNetwork uses the Orange County FL site with the inmate booking number, last name, and first name, and Visa or MasterCard are accepted around the clock. Booking, Classification, and Programs

No one is booked into Horizon from the street. Booking happens at the Booking and Release Center, where property is inventoried and medical screening, fingerprinting, a booking photograph, and pretrial screening take place. Classification then assigns housing, and inmates suited to a direct-supervision setting may be placed at Horizon. Most people booked on a new charge attend a first appearance unless they bond out first, with sessions held seven days a week at 9 a.m. and 1 p.m. on weekdays and a single 11 a.m. session on weekends and court holidays.

Across the jail, eligible inmates can take part in programs such as adult education and GED, life skills, vocational training, substance-abuse education, veterans services, parenting, and cognitive behavioral change. Corrections Health Services provides medical, mental-health, and dental care at all jail locations, around the clock.

Health Care and Special Housing

Health care at Horizon runs through Corrections Health Services, which staffs every jail location around the clock. Inmates can request a sick call at any time, and the Medical Inquiry Line is 407-254-7561. A release of information for medical records after release takes at least 10 business days, with pickup at the BRC public lobby with photo ID.

Inmates who cannot function in general population because of a medical or mental-health condition are housed in designated units with increased care and oversight, and local hospitals and community physicians are used when a need goes beyond what the jail clinic provides. Horizon is one stop on a longer custody path. A person arrested in Orange County is booked at the Booking and Release Center, screened, and classified, then assigned to a housing building such as Horizon. Court dates move forward from first appearance, and a person who bonds out or whose charges are dropped is released through the BRC lobby. Someone convicted and sentenced to state prison leaves the county count and moves into Florida Department of Corrections custody.
